Why it belongs next to compliance

The group is already paying for the hours. Administering the allowance separately from the state requirements means clinicians spend the budget on courses that do not carry mandated topics, and the group funds the education twice. We route spend toward hours that satisfy the states the clinician is actually licensed in.
